Assistance to Projects (RAP)

The goal of Restoration Coordination and Verification (RECOVER) is to ensure that the system-wide perspective is maintained throughout the implementation of the CERP. Among other things, RECOVER provides scientific and technical support to CERP projects by maintaining the current base conditions; performing five system-level project reviews; and providing other system-level technical information.

RECOVER interacts with the Project Delivery Team (PDT) at 10 points during the Planning Stage.

Recover Interactions with Project Teams Document (41 kb, PDF)

While the ultimate responsibility for coordinating with projects lies with the chairs of the three RECOVER technical teams (24 kb, PDF), a RECOVER liaison (37 kb, PDF) has been assigned to each project to give you a primary point of contact. The role of the liaison is to provide a communications link between the RECOVER technical team chairs and each project. The liaisons are available to expand on the information on this web page, to schedule the briefings and reviews, assemble comments, draft reports and otherwise facilitate interaction between RECOVER team chairs and project teams.

Current Base Conditions

The RECOVER Planning Team maintains the set of current base conditions for CERP. Following are the assumptions contained in the current base conditions:

  • 2000B3 Existing Condition
    This SFWMM 5.4 model run is a characterization of conditions that exist today.
  • 2050B3 Future Without Project Condition
    This SFWMM 5.4 model run is a characterization of the conditions expected to exist in the future if CERP is not built.
  • CERP A
    This SFWMM 5.4 model run characterizes the Comprehensive Plan. It is D13R as it appears in the current version of the SFWMM.

RECOVER Project Reviews

RECOVER conducts five reviews of projects to ensure they remain consistent with the system-wide goals and objectives of CERP:

  1. Consistency Review of Goals and Objectives
  2. Consistency Review of Performance Measures
  3. Regional Evaluation of Alternatives
  4. Consistency Review of Monitoring Plans
  5. Review of Draft Operating Manuals

1) Consistency Review of Goals and Objectives

RECOVER’s Evaluation Team reviews each project’s goals and objectives to ensure they are consistent with CERP’s system-wide goals and objectives. This review is usually coupled with the Consistency Review of Project Performance Measures.

2) Consistency Review of Performance Measures

RECOVER’s Evaluation Team reviews project-level performance measures when they are complete to ensure they are consistent with RECOVER’s system-level performance measures. Projects are encouraged to review RECOVER’s performance measures and incorporate any of them that apply. (Note: RECOVER performance measures were developed to evaluate the output of the South Florida Water Management Model (SFWMM). RECOVER performance measures will need to be adapted to perform with other models.)

3) Regional Evaluation of Alternatives

RECOVER’s Evaluation Team reviews every project’s alternatives once they are developed (usually scheduled around the time of the project's Alternative Formulation Briefing) and reports on how well each alternative performs in the context of the system as a whole. RECOVER uses the SFWMM to evaluate plans at the system scale. Smaller projects and hydrologically distinct projects that cannot be effectively modeled using the SFWMM will be evaluated using the project’s performance measures and best professional judgment.

4) Consistency Review of Monitoring Plans

RECOVER’s Assessment Team reviews each project’s draft monitoring plan to ensure consistency between projects and the system-level Monitoring and Assessment Plan (MAP). This review may uncover opportunities for combining efforts, avoiding duplication, and taking advantage of economies of scale. RECOVER also ensures that each project’s data collection and analysis are consistent with the MAP and CERP Quality Assurance Systems Requirements (QASR) . A review should be scheduled as soon as a draft monitoring plan has been prepared, early if the project is doing baseline monitoring, later if not, but before the draft PIR is completed.

5) Review of Draft Operating Manuals

RECOVER’s Planning Team is available to provide assistance in developing each project’s draft operating manual and interim operating strategy in order to optimize the performance of each feature in the context of the rest of CERP and the overall system-level goals.
