Initial CERP Update

Since the release of the Comprehensive Review Study Feasibility Report (a.k.a. the RESTUDY) in April 1999, work has continued on several fronts relating to implementation of the Comprehensive Everglades Restoration Plan (CERP). Performance measures and indicator regions for the natural system, which are used to predict plan performance, have been revised. Upgrades have been made to the South Florida Water Management Model (SFWMM), the primary hydrologic tool used in plan evaluation. There have been changes in the modeling assumptions for the existing condition and the future without project condition.

Consistent with the authorizing language contained in the Water Resources Development Act of 2000, that new information is integrated into the implementation of the plan, there has been a recognition that the Comprehensive Plan needs to be updated ("rerun"), and the plan evaluated, with this new information. The Initial CERP Update (ICU) is the initiative intended to accomplish this update; it will result in a clearer picture of plan performance, a new existing condition and a revised future without project condition.

Additionally, the Comprehensive Review Study identified a number of outstanding issues relating to needed improvement in the performance of the Comprehensive Plan. These improvements are primarily associated with the natural system performance resulting from CERP activities.  Accordingly, attempts will be made to enhance the performance of the plan, first through operational optimization and potentially through reformulation.  NEPA activities will be initiated as appropriate by the sponsoring agencies to address any action resulting from these investigations.
