The Technical Report on System-wide Performance of CERP 2015 Band 1 Projects (Band 1 Report) was prepared for the Comprehensive Everglades Restoration Plan by the RECOVER program. The genesis of this 2015 “Band 1” system-wide planning and evaluation effort came from the Working Group of the South Florida Ecosystem Restoration Task Force, who requested the evaluation.
The term “Band 1” stems from the 2005 Master Implementation Sequencing Plan (MISP) that scheduled CERP projects in five-year increments or bands of time. The Band 1 projects, which are the 10 initial CERP projects, were originally intended to be implemented by 2010, but more realistically, may be implemented in roughly the 2015 timeframe. The basic question to be answered was “How far towards restoration of the South Florida ecosystem will the Band 1 projects get us?” To answer this question, Band 1 projects and operations were simulated by the South Florida Water Management Model (SFWMM) version 5.7.
Evaluation of the model results revealed several important performance results to inform future CERP and non-CERP planning activities related to regional groupings of projects. Regional groupings of projects were found to provide measurable predicted restoration benefits using RECOVER system-wide performance measures, and using these groupings will help CERP staff evaluate project alternatives as part of the project approval process. The 2015 Band 1 projects also revealed several system-wide and regional performance trends. Two main technical conclusions were drawn from this evaluation, which are offered as opportunities to improve CERP performance for consideration in future CERP planning and implementation efforts. First, the restoration program will benefit as a whole by the development and implementation of adaptive management system-wide strategies as part of the System Operating Manual Study. Second, RECOVER developed recommendations for several actions to improve its own technical and scientific support for system-wide CERP planning and evaluation.
