Programmatic Environmental Impact Statement (PEIS)
The Corps has just released the Draft PEIS for public review. This document evaluates the environmental consequences of implementing a wide range of projects designed to improve water quality in the Sanctuary. These improvements include wastewater collection, treatment and disposal options and stormwater best management practices. Because the affected environment and environmental consequences are addressed in general terms, additional NEPA documentation will be required for project-specific actions.

Program Management Plan (PMP)
The PMP is a dynamic document to be used to define anticipated outcomes as well as guide execution and control of the FKWQIP. The PMP describes the rationale used by the PDT to prioritize specific wastewater treatment and stormwater projects designated to receive federal funding.

Project Info
Description
The Florida Keys are a chain of islands that extend from the southern tip of the Florida mainland southwest to the Dry Tortugas. The Keys lie within both Miami-Dade and Monroe Counties. There are many conservation areas located within the Keys including Biscayne National Park, several National Wildlife Refuges and the Dry Tortugas National Park. All of these are encompassed within the large Florida Keys National Marine Sanctuary. The Sanctuary includes 2,800 square miles of nearshore waters that are a part of a very complex ecosystem that includes seagrass meadows, mangrove islands and the only living barrier coral reef in North America.
As population and tourism have increased in the Florida Keys, wastewater and stormwater practices have not kept pace with this growth. Research has suggested that because of this significant degradation of water quality in canals and nearshore waters surrounding the Keys. Nutrients commonly found in wastewater and stormwater are one of the major contributors to the decline of water quality in the Sanctuary.
For these reasons, Congress directed the U.S. Army Corps of Engineers (Corps) to assist with implementation of infrastructure improvements in the Florida Keys to improve nearshore water quality within the Sanctuary.
Authorization
On December 21, 2001, Public Law 106-554 authorized the Corps of Engineers to provide technical and financial assistance to carryout projects for the planning, design and construction of treatment works to improve water quality in the Florida Keys National Marine Sanctuary. The primary purpose of this effort is to improve water quality in the Florida Keys, by implementation of several wastewater and stormwater master plans previously prepared for Monroe County and various municipalities within Monroe County.
Program Delivery Team (PDT)
A PDT has been formed to ensure effective and coordinated actions are undertaken for successful implementation of the FKWQIP. Membership of the PDT consists of one representative from each municipal governmental agency in Monroe County as well as state and federal agency representatives. Meeting records of the PDT are available for review.
Non-federal Sponsorship
The South Florida Water Management District is the non-federal Sponsor for the FKWQIP. The SFWMD will coordinate and facilitate interaction with the Corps for the municipalities of Monroe County. |
