Master Agreement Between the Department of the Army and South Florida Water Management District for Cooperation in Constructing and Operating, Maintaining, Repairing, Replacing, and Rehabilitating Projects Authorized to be Undertaken Pursuant to the Comprehensive Everglades Restoration Plan


The Master Agreement is a landmark document that paves the way forward for Everglades restoration. It describes how the U.S. Army Corps of Engineers and the South Florida Water Management District (SFWMD) will share in the costs of constructing and operating the 68 CERP projects. It establishes a new framework for an equal partnership between the Corps and District for joint decision-making in CERP.

The historic agreement was signed on Aug. 13, 2009 at SFWMD headquarters in West Palm Beach. The Principal Deputy Assistant Secretary of the Army for Civil Works, Terrence (Rock) Salt, and SFWMD Governing Board Chair Eric Buermann joined together in signing the document. Several years was required to negotiate technical and legal complexities of the agreement.

The Master Agreement applies to CERP projects. It determines how the Corps and SFWMD will address key issues related to project construction including cost-sharing, operations, maintenance, repair and oversight by agency technical staff. It paves the way for the Corps and SFWMD to start construction of CERP-related Everglades restoration projects. “We now have the agreements in place that will support Everglades’ projects that were – only a decade ago – little more than hopes and dreams,” Mr. Salt said at the signing ceremony on Aug. 13, 2009.
