System Operating Manual

The System Operating Manual provides an integrated system-wide framework for operating all of the implemented projects of the Comprehensive Plan and the Central and Southern Florida Project, to ensure that the goals and purposes of the Plan are achieved. The Programmatic Regulations required that not later than 31 December 2005 the Corps of Engineers and the South Florida Water Management District shall, in consultation with the Department of the Interior, the Environmental Protection Agency, the Department of Commerce, the Seminole Tribe of Florida, the Miccosukee Tribe of Indians of Florida, the Florida Department of Environmental Protection, and other Federal, State, and local agencies, develop a System Operating Manual.
As directed by the Programmatic Regulations the version of System Operating Manual currently under preparation is based on the existing completed Central and Southern Florida Project features. This version reflects the current system configuration and operation of the Federal project. The existing C&SF Water Control Plans and Manuals will remain in effect until superceded upon approval of the initial System Operating Manual.
The System Operating Manual was prepared based on the current draft of Guidance Memorandum #5 Operating Manuals. The System Operating Manual consists of seven volumes:
- Volume 1 – System–wide
- Volume 2- Kissimmee River-Lake Istokpoga Basin
- Volume 3 – Lake Okeechobee and Everglades Agricultural Area
- Volume 4 – Water Conservation areas, Everglades National Park, and ENP-South Dade Conveyance System
- Volume 5 - East Coast Canals
- Volume 6 – Upper St. Johns River Basin
- Volume 7 – Southwest Florida.
Volumes 2 through 6 of the System Operating Manual basically involve reformatting of the current approved Water Control Plans, Manuals, and regulation schedules into the format provided in Guidance Memorandum #5. Volume 1 of the System Operating Manual was developed from information on system-wide operations contained in the current approved water control plans and manuals. The draft System Operating Manual has been posted below for a 45 day public and agency review and comment period.
The draft System Operating Manual will be discussed in the future at the Water Resources Advisory Committee (WRAC), the Working Group, and the South Florida Ecosystem Restoration Task Force. The Army Corps of Engineers Division Engineer and the South Florida Water Management District would approve the completed System Operating Manuals after coordination with agencies, Tribal Governments, and stakeholders.
